Annexations
On January 16, 2024, the City Commission directed staff to conduct a feasibility study on the potential annexation of certain areas identified. The goal of this study is to determine any direct and indirect impacts to City resources and current level of service (LOS). The study will result in an inventory of public service facilities within and nearby the annexation area, potential cost and revenue estimates for providing public and general municipal government services to the annexation area, compliance with applicable Florida State Statutes (F.S. §171.043), and staff’s recommendation.

Annexation is the process by which a municipality expands its boundaries to include adjacent areas. This typically involves extending municipal services, regulations, and governance to the newly included area.
The State of Florida governs annexations under Florida State Statutes §171 Part I. The statutes include annexation procedures, prerequisites to annexation, and restrictions.
The impact of annexation on property tax is being studied to determine how or if property taxes will change as a result of annexation. Those properties annexed into the City would be subject to the City’s millage rate, however those properties would no longer be subject to other taxes currently being assessed, including debt obligations. Once the City’s feasibility analysis is completed, it will provide a detailed comparison of current and projected tax rates.
The impact of annexation on utility fees is being studied to determine how or if utility fees will change as a result of annexation. Properties located outside of the City’s jurisdiction but receive water services from the City are currently assessed a 25% surcharge which would no longer be assessed if annexed into the City. Once the City’s feasibility analysis is completed, it will provide a detailed comparison of current and projected utility fees.
Annexation usually does not change your address or zip code.
Annexation generally does not affect school district boundaries as these are determined by the School District of Palm Beach County (SDPBC) and not local governments.
Once a first draft of the annexation study is complete, there will be multiple opportunities for public input, including public hearings and community meetings. Residents can express their support or opposition during these meetings and provide feedback through official channels. We encourage new and current residents to participate and share their views. The City is committed to considering all input before finalizing the annexation study.
The City will conduct thorough assessments to ensure that annexation provides long-term benefits for all residents. The City is subject to Florida State Statutes (F.S. §171.042), which requires the City to address the quality of public services for current and future residents before annexation.
