Community Development Block Grant (CDBG) Program

Notice for 30 Days Public Comment Period 

FY 2022 Annual Action Plan - Substantial Amendment

Annually, the City of Boynton Beach (the City) receives an allocation of federal Community Development Block Grant (CDBG) grant funding from the U.S. Department of Housing and Urban Development (HUD). Notice is hereby given that the City through the City Manager’s Office, Community Improvement Division proposes to do a Substantial Amendment to its HUD FY 2022 Program Year funding to reprogram funds included in the CDBG FY 2022 Annual Action Plan.

Per the City’s HUD-approved Citizen Participation Plan, public input is required as part of the Consolidated Plan and Action Plan process. A substantial plan amendment is required when significant changes are identified for any new projects or current projects that require a change in the budget amount in excess of 50 percent. In accordance with Consolidated Plan/Annual Action Plan requirements at 24 CFR Part, 91 Subpart B and the City’s Citizen Participation Plan, the City through this Substantial Amendment provides the opportunity for public comment.  The City of Boynton Beach is proposing to amend CDBG FY 2022 Annual Action Plan to reprogram $503,484.97 of unused funds from a cancelled CDBG Public Facilities and Improvements funded project (Hester Center Airnasium). 

These funds are coming from the following years:

Prior Year Resources

FY 2020

                  $258,540.18 

FY 2021

                      $6,684.62 

FY 2022

                  $238,260.17 

Total

                 $503,484.97

 

At the City Commission meeting on February 4, 2025, per Resolution R25-039 City Commission approved to use these funds on the following projects:

  1. Galaxy Park Field Lighting Improvements – $203,484.97

Galaxy Park Field Lighting Improvements total project cost is $515,892.88, plus 10% contingency $567,482.17. Per Resolution R24-089 City Commission approved $363,997.20 of CDBG funds to be used toward this project. An additional $203,484.97 of CDBG funds will be added to the project.  

  1.  Acquisition of Real Property - $300,000.00 

The City of Boynton Beach desires to purchase a property to construct a new park. The Property is located at 235 SW 6th Avenue, Boynton Beach, Florida 33435.  The Price of the property is $300,000.00.

These are two CDBG eligible activities per 24 CFR 570.201(c) and meets the National objective under 570.208(a)(1)(i)

In accordance with HUD’s Consolidated Plan Regulation 24 CFR 91.105 “Citizen Participation”, written comments relating to this notice will be accepted for 30 days starting on February 5, 2025, to March 7, 2025.
