Annually the City of Boynton Beach (City) receives an allocation of Federal Community Development Block Grant (CDBG) funding from the U.S. Department of Housing and Urban Development (HUD). Notice is hereby given that the City through its Financial Services Department/Community Improvement Division proposes to do a Substantial Amendment to its HUD FY2022 Program Year funding to reallocate prior year resources included in the CDBG FY2022 Annual Action Plan.

Per the City’s HUD-approved Citizen Participation Plan, public input is required as part of the Consolidated Plan and Action Plan process. A substantial plan amendment is required when significant changes are identified for any new projects or current projects that require a change in the budget amount in excess of 50 percent. In accordance with Consolidated Plan/Annual Action Plan requirements at 24 CFR Part, 91 Subpart B and the City’s Citizen Participation Plan, the City through this Substantial Amendment provides the opportunity for public comment. In FY2022, the City funded projects that did not need or use their entire allocation, leaving the City with funds that must be reprogramed. These activities include Planning and Administration $38,606.86, Acquisition of Property for Affordable Housing Purposes - Senior Rental Housing Program $243,202.67, Housing Rehabilitation Program $10,789.86, Housing Rehabilitation Administration $20,283.40 and Limited Rehabilitation Program $51,114.41.

The City currently has access to a total of $363,997.20 in past year’s CDBG funds that need to be (re)allocated. None of these dollars can be used to fund public services or administration. HUD recommended Staff to reprogram funds from completed activities.

These funds come from the following years:

At the City Commission meeting on May 7, 2024, City Commission discussed these prior year resources and approved their usage by resolution R24-089 on the following project:

  1. Galaxy Park Field Lighting Improvement:

The lighting project will consist of 6-8 galvanized steel poles with cross arms and programmable LED fixtures to provide Class 4 specifications; 50-foot candles for the infield, 30-foot candles for the outfield, 25 Foot candles for the Warm up Area and 30 Foot candles for the playground. The LED lighting system including the controls and monitoring will have a 25-year life cycle/warranty.

This improvement at Galaxy Park will provide for additional programming at the park, enhance the visibility and clarity of the players, umpires, an increased level of security and comfort for spectators. Galaxy Park is located in a Low-to-Moderate Income (LMI) area of benefit where at 51% of the population is LMI.

Total Project Cost: $450,000.00

$363,997.20 will be reimbursed from CDBG and $86,002.80 will be fund from Park Impact Fee Fund. 

In accordance with HUD’s Consolidated Plan Regulation 24 CFR 91.105 “Citizen Participation”, written comments relating to this notice will be accepted for 30 days starting on May 21, 2024, to June 21, 2024. All written comments should be sent to RJ Ramirez, Community Improvement Manager at:
