Term of office: March 2020 to March 2023
Commissioner Woodrow L. Hay was elected to the City Commission representing District 2 in November 2007 and won reelection in March 2011.
Commissioner Hay served as mayor from February 7, 2012 to March 19, 2013, after being appointed to fill a vacancy in that office.
Commissioner Hay brings a wealth of knowledge and experience to the Commission. He served on the Planning and Development Board (P&DB) for the last 8 years and was Vice-Chairman up until his election to the Commission on November 6, 2007.  He is a member of the Committed Citizen Concerned About Our Children (CCCC), which is a Mentoring Program for our young children, for 7 years.  He served as a member of the original Boynton Beach Housing Authority for 5 years. He was a member of the Board of Directors of United Way Palm Beach County for 9 years, and was the Executive Secretary for the Jean Cobbs Sickle Cell Center in Delray Beach for 5 years.
Commissioner Hay has been a long time resident of Boynton Beach arriving in 1969. He grew up in nearby Delray Beach where he graduated from Carver High School in 1963. He has a Bachelor of Science Degree in Human Resource Management from Palm Beach Atlantic University. He also has completed three and a half years of study in Computer Science at Florida Atlantic University and Palm Beach Community College.
Commissioner Hay retired from the School District of Palm Beach County, where he worked as an Application Systems Specialist and Technical Trainer for Microsoft Office products as well as other computer software programs. Â He previously retired from Pratt & Whitney Aircraft/United Technologies after 27 years of service. Â He held many positions with his last being as a Computer Programming Analyst within the Engineering Department.
Commissioner Hay is an Associate Minister at St. John Missionary Baptist Church of Boynton Beach where he serves as the Director of Fellowship Ministries, Sunday School adult class instructor, and a lead singer in the St John Male Chorus. He serves as the Financial Secretary of the Ministers & Deacons Union (Northern Division) within the Florida East Coast Missionary Baptist Association as well as being an instructor for "The Use of the Computer in the Church" classes.
Commissioner Hay is married to Mildred Wilson Hay. He has three children: Woody II (deceased), Katrina and Keisha. He became a grandfather when his grandson was born in 2007.Â
