State Housing Initiatives Partnership (SHIP) Program Rapid Re-Housing Program

The City of Boynton Beach requests proposals from local 501(c)(3) nonprofit organizations to operate, as a Subrecipient organization, the SHIP Rapid Re-Housing Program (SHIP-RRH Program). 

Overview of the SHIP RRH Program:

The SHIP-RRH Program is funded by the SHIP Program, which provides funds to local government to provide access to affordable housing for eligible community residents. 

The SHIP RRH Program objective is to assist individuals or families who are homeless as defined by F.S. 420.621(5). This is a household that lacks a fixed, regular and adequate night time residence. 

The goal of the City’s SHIP RRH Program is to help alleviate homelessness in the City of Boynton Beach, designed for very-low-income individual (s) that does not have sufficient available resources to obtain or support existing housing, and no other sources of assistance have been identified; and the household lacks an existing support network to provide housing assistance. It is for those individuals who are trying to further their employment opportunities, so they can self-sustain after receiving permanent employment, or long-term income such as social security or disability; which will help them maintain their housing for long-term. 

The selected Subrecipient organization must properly and effectively administer the SHIP RRH Program in compliance with the Florida SHIP statute (F.S. 420.907-420.9079), the City of Boynton Beach 2021-2024 Local Housing Assistance Plan (LHAP), and any other SHIP Program regulations, as applicable. Subrecipient must be a Non-Profit organization with capacity and capability to carry-out the program in a timely manner; financial capacity to undertake the program on a reimbursement basis. Subrecipient has a management system in place for effective completion of the program; background information on many applicants (e.g., through the Homeless Management Information System, Coordinated Entry System); works with other organizations in a cooperative effort (e.g., Homeless and Housing Alliance of Palm Beach County); capacity to provide employment and housing stability counseling; Subrecipient must be incorporated at least five year before application submission deadline and have 501(c)(3) status from the Internal Revenue Service (IRS) at least four year before application. 

Funding available: $200,000.00 

Funds must be utilized by eligible program participants residing in the City of Boynton Beach. The successful subrecipient(s) will get a maximum of 10% strategy delivery cost, of the total Subrecipient award. All awarded funds must be used by June 30, 2024. 

Proposals must be complete and responsive. Incomplete or nonresponsive proposals will not be considered.
