Jerry Taylor was first elected mayor in March 1995. He served two consecutive terms until 1999 when he was precluded by City ordinance from serving a third consecutive term. He was returned to office in November 2003.

Among the many accomplishments of his first administration were the development and implementation with community input and support of the Visions 20/20 plan, which provided a comprehensive blueprint for the City's future growth and expansion; a substantial increase in City budget reserves; economic development; neighborhood revitalization and downtown redevelopment; and the Citizens On Patrol (COP) program, which assists the Police Department in maintaining public safety and welfare. During his current term, Mayor Taylor is committed to expanding these programs and projects and at the same time has many new initiatives designed to positively impact growth in the City and improve the quality of life for all citizens.

Mayor Taylor brings to the office the experiences of four careers and his extensive community involvement.  Previously he served 14 years as an aide to Palm Beach County Commissioner Mary McCarty.  He was general manager of the Delray Beach/Boynton Beach News, where he was responsible for all phases of the business operation, and home delivery manager and single copy and special projects manager for the Boca Raton News. Mayor Taylor also has an extensive military background. He retired from the U.S. Air Force after 26 years of Honorable Service. This service included airborne electronic survey projects and worldwide Inspector General Management Team evaluations.

Mayor Taylor currently serves as a board member of the Palm Beach County Metropolitan Planning Organization and is chair of the City of Boynton Beach Employee Pension Fund. He was previously vice-chair of the South Central Regional Wastewater Treatment and Disposal Board, a board member of the Palm Beach County Municipal League, a member of the Palm Beach County Inter-Governmental Coordinating Committee and chair of the City of Boynton Beach Community Redevelopment Association. He is a distinguished graduate of the military's NCO Academy and attended the University of Maryland, University of Washington State and the Community College of the Air Force.

Mayor Taylor and his wife Dolores reside in the Golf View Harbors section of the City.
