Its purchase was recommended by the City's Arts Commission based on the piece's visual appeal and placement appropriateness, the public's vote, budgets and maintenance factors.  In August 2008, the City Commission approved the purchase which was funded by Public Art Ordinance 07-007. The Ordinance requires that one percent of the construction costs of development and redevelopment projects built in the City of Boynton Beach fund public art in the project and the City's Public Art Program.
