The Development Department provides services that enhance the physical environment and promote the economic development of the City. To this end, the Development Department plays a vital part in the life cycle of land use and building in the City. Any structure, whether an addition to a house or the construction of an office complex, has to be planned, financed, built, maintained and, in some cases, eventually torn down.

Working closely with the Palm Beach County Business Development Board as well as the County Economic Development office, the Department of Development has extensive experience in expediting approvals for businesses large and small.

Divisions of the Development Department:

  • Building division reviews development plans, issues building permits and inspects sites. See also, Building Division Staff Directory.
  • Business Tax division issues Business Tax receipts to ensure that what is planned and built is properly licensed for the area.
  • Community Improvement division administers the city's Community Development Block Grant (CDBG) program and other activities designed to maintain and improve the physical environment in the city's neighborhoods.
  • Planning & Zoning liaises with citizens, developers, design professionals, review boards, and the City Commission to promote a stable investment environment in keeping with current codes and land use plans. See also, P&Z Staff Directory.

There are new federal laws requiring contractors to provide information regarding lead hazards. Click here for more information. 

Two Reimbursable Grant Programs designed to facilitate new businesses and aide in the expansion of existing businesses:  Available for businesses within the City that are not located in the Community Redevelopment Area.

The Commercial Rent Subsidy program assists with up to 6 rent payments within the first 18 months of a multi-year lease for a maximum $3,600 subsidy.

The Commercial Interior Build-Out Assistance aides a business's initial costs of commercial interior construction or renovations up to a maximum of $10,000.
