The American Recovery and Reinvestment Act of 2009, Pub. L. 111-5, (ARRA) was enacted to preserve and create jobs and promote economic recovery, assist those most impacted by the recession, provide investments needed to increase economic efficiency by spurring technological advances in science and health, invest in transportation, environmental protection, and other infrastructure that will provide long-term economic benefits, stabilize State and local government budgets, in order to minimize and avoid reductions in essential services. The City of Boynton Beach will continue to seek out new grants and funding opportunities to benefit the community and improve the quality of life for our residents. We will also continue to look for opportunities to partner with other agencies in order to make a regional, sustainable impact that meets with the intent of the American Recovery and Reinvestment Act of 2009.
ARRA - Seacrest Blvd and Martin Luther King Jr. Blvd
PROJECT SUMMARY: The City of Boynton Beach including the Boynton Beach Community Redevelopment Agency (CRA) have planned and prepared preliminary design plans for a streetscape project which includes Seacrest Blvd. from south of Boynton Beach Blvd to north of NW 13th Ave. and Martin Luther King Blvd (MLK) from Seacrest Blvd to US-1. Edward Byrne Memorial Justice Assistance Grant
o Funding Agency: U.S Department of Justice
o Awarded: $265,908
o Funds will be used for 2009 Holiday Police Deployment Overtime and the purchasing and upgrading of Police equipment.

Youth Violence Prevention Program (YVPP)
o Funding Agency: U.S. Department of Justice/PBC Criminal Justice Commission through the Edward Byrne Memorial Justice Assistance Grant (JAG).
o Awarded: $279,900
o Funds will be used to continue the Youth Violence Prevention Project and all associated programming.
o Current Status: Funding for this program had been made available previously through the Palm Beach County Board of County Commissioners. Due to budget cuts, funding was not available for the 2009/2010 Fiscal Year. The Criminal Justice Commission was able to secure ARRA funding through the JAG Program. The City entered into an Interlocal Agreement with the County for funding on 10/20/09. This will allow the YVPP to continue through FY 2009/2010.
COPS Hiring Recovery Program
o Funding Agency: U.S Department of Justice
o Awarded: $1,948,352
o Funds are being used to rehire 8 officers for a three (3) year period who were scheduled to be laid off due to budget cuts.
o Current Status: City has accepted the award and funding for the 8 officers began on October 1, 2009. City will be submitting for reimbursement on quarterly basis.
Staffing for Adequate Fire and Emergency Response Grant (SAFER)
o Funding Agency: U.S. Department of Homeland Security/FEMA
o Requested: $847,801
o Funds will be used to add six additional firefighters not currently included in FD personnel staffing allocation and one firefighter to fill a current vacancy. If awarded, the grant will provide 100% funding for salaries for two years with a city obligation to retain the positions for an additional third year.
o Current Status: Award announcement period has not initiated.
Energy Efficiency and Conservation Block Grant (EECBG)
o Funding Agency: U.S. Department of Energy
o Allocated: $658,900 - Awarded $250,000 for EECS
o Funds were used to create an Energy Efficiency and Conservation Strategy (EECS), a Greenhouse Gas Emmissions (GHGE) Inventory, and a Comprehensive Climate Action Plan.
o Current Status:
Consultant Camp Dresser & McKee, Inc. (CDM) hired on 10/6/09 to write EECS that was submitted to US Department of Energy (DOE) for award of remaining $408,900. CDM has also completed community-wide Greenhouse Gas Emissions Inventory and Climate Action Plan will be finalized by September 2010.
Project is an energy efficiency retrofit at Ezell Hester Community Center to include replacement of ball field lighting with high-efficiency "Green Generation Fixtures" for an annual energy savings of approx. 20%. Also replacement of interior lighting, including gymnasium for an approx. energy savings of 60%. And installation of window tinting, light motion sensors and Energy Star appliances for additional energy savings.
Project in Procurement process with PO issuance end of June 2010.
Community Development Block Grant (CDBG-R)
o Funding Agency: U.S. Department of Housing and Urban Development
o Allocated: $142,780
o Funds will be used for energy efficient retrofits to single-family dwellings owned by low-income elderly residents (62+).
o Current Status:
Amendment for CDBG-R has been approved by the local and national HUD offices. Signed contracts in the amount of $142,780 were forwarded to HUD on August 3rd.
Funds have been advertised and the city has begun accepting applications.
Program will benefit Boynton Beach residents age 62 and over to reduce their energy bills by replacing and installing their central air conditioning units with newer, more energy efficient models.
Eligible only to residents that own their single-family detached house and reside in their homes located from I-95 East to Federal Hwy. and Woolbright Rd. North to Mentone Rd.
There are also certain income limits and funds are available on a first come, first served basis.
Other housing weatherization may include weather stripping and/or insulation, energy efficient doors and windows and electrical upgrades.
