SEACREST BLVD AND MARTIN LUTHER KING, JR. BLVD

PROJECT SUMMARY

The City of Boynton Beach including the Boynton Beach Community Redevelopment Agency (CRA) have planned and prepared preliminary design plans for a streetscape project which includes Seacrest Blvd. from South of Boynton Beach Blvd to north of NW 13th Ave. and Martin Luther King Blvd (MLK) from Seacrest Blvd to US-1. Improvements to the streetscape will increase safety, encourage redevelopment and improve the quality of life for neighborhood residents. Due to budget constraints the project has been divided into two phases.

Phase I consists of Seacrest Blvd which is a Palm Beach County roadway and will be constructed first to include raised median sections, mill and resurface of road, landscaping, irrigation, street lighting, signing and pavement marking. Based on the availability of budget, this phase also includes providing final design plans for the second phase of the streetscape project which is described below. Construction for Phase I will also include a reclaimed (reuse) water line which will be used among other things to provide irrigation for the proposed landscaping.

Phase II consists of Martin Luther King Blvd (from Seacrest Blvd to US-1). Construction is to include mill and resurface pavement, reconstruct curb and sidewalk, landscaping, irrigation, street lighting, signing and pavement marking. Based on availability of funding and to meet the schedule for receiving federal stimulus funding, the second phase may not be bid or constructed with Phase I.

  • Construction plans are 100% complete.
  • SFWMD permit obtained on 8/4/09.
  • Bid documents 100% complete.
  • LAP Agreement executed by City on 10/26/09 and transmitted to FDOT on 10/29/09.  Pending final approval from FDOT & FHWA.
  • New management at Federal Highway Administration (FHWA) doing final review of construction plans and bid documents.  All comments have been addressed and resubmitted on 12/9/09.  Final approval obtained from FDOT & FHWA on 12/30/09. 
  • Final executed LAP agreement & notice to proceed from FDOT are forthcoming. 
  • NTP still pending.

 


Highlights
Department of Energy Awards $250,000 for Energy Conservation Strategy
The City of Boynton Beach received $250,000 from the original $658,900 allotment from DOE to hire a consultant that will write an Energy Conservation Strategy for the City, as well as complete the Greenhouse Gas Emissions Inventory and assist with the long-term Climate Action Plan.  On Oct. 6th the City Commission approved Camp Dresser & McKee (CDM) as the consultant for the project.  The remaining allotted funds will be awarded upon approval of the Energy Conservation Strategy by the DOE.
City of Boynton Beach receives stimulus funding COPS grant.
The City of Boynton Beach has been awarded $1,948,352 in stimulus funding through the U.S. Department of Justice in order to retain 8 police officers who are currently scheduled to be laid off due to budget restraints.  The dollars are for an allotted 3 year period.

Economic Stimulus Workshop - ARRA Funding Opportunities

On August 8, 2009, Florida State Senator Chris Smith held an Economic Stimulus Workshop, hosted by Saint John Baptist Church in Boynton Beach.  The event was held in order to bring important information to the community regarding the American Recovery and Reinvestment Act also know as the Economic Stimulus Package.  The City of Boynton Beach was invited to make a presentation to the community regarding ARRA funding opportunities.  The event was attended by Vice Mayor Woodrow Hay.
